In March 2025, the All-domain Anomaly Resolution Office convened an invitation-only scientific workshop at a cleared facility in the Washington area.
Hal Puthoff, theoretical physicist and co-founder of EarthTech International, presented at the workshop. According to multiple attendees who subsequently spoke to The Debrief, Puthoff stated he had direct knowledge of approximately 10 recovered craft of non-human origin held by US government entities or their cleared contractors.
Puthoff described what he characterized as a consistent engineering signature across the recovered objects: exotic metamaterials with anomalous isotope ratios, layered structural compositions unlike any industrial manufacturing process, and in some cases residual electromagnetic properties measurable decades after recovery.
The claims were consistent with testimony Puthoff had given to the Senate Armed Services Committee staff in a classified session in 2017, portions of which were later referenced in declassified briefing documents.
