James E. McDonald held a senior position in atmospheric physics at the University of Arizona from 1956 until his death in 1971. Between 1966 and 1970 he conducted what is still the largest single-investigator survey of UFO witness reports, traveling to interview pilots, radar operators, and police officers across the United States and Australia.
His 1968 testimony to the House Committee on Science and Astronautics remains the most detailed scientific brief ever submitted to the United States Congress on the subject. He criticized the Condon Report on methodological grounds before it was published.
